  • Lead MPCA team members responsible for training, peer learning, technical assistance, member support, and other strategic initiatives across a variety of functional areas including health center revenue cycle and value-based payment reform, state and federal regulatory matters, health center and service development, health professions training and workforce, emergency preparedness and response, and enabling services
  • Facilitate MPCA’s Finance and Purchasing networks
  • Lead MPCA’s engagement in state and federal policy-making, including legislative and regulatory/administrative affairs, to influence and advance health and related policy which touches health centers and the people they serve
Previously, Phillip was the Honor Community Health COO. Phillip’s work at Honor spans the organization, including overseeing delivery of numerous patient services and providing leadership for the organization’s operations. Prior to working at Honor, Phillip worked for the Michigan Department of Health and Human Services as a leader in the integration of health and human services programs as well as healthcare delivery system and payment innovation. Phillip has many years of experience in health policy and management, including serving as the director of health center operations for the Michigan Primary Care Association where he focused on improving the operational efficiency, financial stability, and enabling services infrastructures of community health centers in Michigan. Phillip received his bachelor's degree from Rochester College and completed the Community Health Center Executive Fellowship through the University of Kansas. Phillip has been recognized nationally as a Centers for Medicare and Medicaid Services (CMS) Excellence in Children’s Health Outreach and Enrollment and Nominee for the Geiger Gibson Emerging Leader Award.
